The purpose of this call for tenders is to secure the delivery of a number of training, consultancy and related services for various levels of staff in the institutions, bodies and agencies of the European Union (henceforth "institutions") who either exercise management responsabilities or who are likely to do so in the future. The services are divided into 6 lots.

This call for tenders is designed to enable the European Administrative School (EAS), to provide management training for staff of the institutions and to allow the participating institutions to offer further training that meets their own specific needs.

The services are to be delivered during the period 2012 to 2015, as the EAS's current management training contracts come to an end in 2011.

Lot  1: Basic management skills

This lot aims to provide training for staff that, although not in a formal management job, either carry out certain management responsibilities or may do so in the near future.  The participants may be deputy heads of unit, heads of sector/service, project managers, team leaders, etc.  Occasionally, these staff members may manage the work of significant numbers of people.  They will generally have limited prior management skills and knowledge and their management responsibilities may not necessarily be permanent.  However, some posts may involve responsibilities for complex people-management issues such as assessment of staff performance, handling underperformance, and conflict.

Lot  2: Middle managers (Heads of Unit)

Heads of Unit are responsible for managing people, irrespective of the institution in which they work.  They are also responsible for ensuring their unit achieves its objectives and must understand how it fits into the wider context of their institution.

This lot therefore aims to provide a training programme that assists them to channel and develop the talents and potential of staff in their unit to ensure increased individual and team performance towards the achievement of the unit's objectives.  It should also contribute to improving their own performance and self-development and their awareness of the role of their unit in their department and even the institution as a whole.

More specifically, the training programme should enable staff:

  • to build on or review existing management skills;
  • to develop new skills of specific relevance to a middle-management post in the institutions;
  • to be able to analyse in more depth on the basis of existing experience what really works in practice; and
  • subsequently, to prepare themselves for the possibility of taking up a senior management position.

The CVs must clearly demonstrate that the trainer concerned has delivered a minimum number of days training as follows:

Lot 1: at least 30 days’ training in a multi-cultural, international context (see definition in the preceding point) in each  of the last 5 years

Lot 2: at least 30 days’ training in a multi-cultural, international context (see definition in the preceding point) in each  of the last 10 years
The CVs must clearly indicate the nature of the training concerned and explain how the training was delivered in such a context.  Please note that it is not sufficient to indicate just the name of the training delivered or the client for whom it was delivered.  The CVs must clearly demonstrate, using the correct scales, that the trainer concerned possesses the appropriate linguistic capacity: level C1 in the CEF scale   ( http://www.coe.int/T/DG4/Portfolio/?L=E&M=/main_pages/levels.html ) in French. 

 (1) The CV of the contract manager* who must possess at least 3 years' experience in managing training programmes in the last 5 years and be able to operate both in English and French with a command of one of these languages near to that of a person who speaks the language as their mother tongue (C1 in the CEF scale).

* For each lot the contractor must designate a contract manager responsible for overseieing the successful management of the contract. He will be the point of contact with the institutions for pedagogical, organisational and administrative aspects (including invoicing and payment).

Lot  3: Senior managers

Senior management posts typically combine considerable responsibility for policy conception and implementation with that of managing other staff in managerial functions: Directors in the case of Directors-General or Heads of Unit in the case of Directors, as well as providing leadership to all the staff of their departments.  Senior managers must therefore be capable of thinking and planning strategically, coordinating a number of different policy areas, and of providing leadership that is in line with their institution's culture and goals.  They will often need to negotiate at the highest levels and the arts of bargaining, networking and consensus-building are even more important than at middle management level.

The CVs must clearly demonstrate that the trainer concerned has delivered a minimum of at least 30 days’ training in a multi-cultural, international context (see definition in the preceding point) in each of the last 15 years, including at least 3 years in a function with responsibilities for managing staff.

The CVs must clearly indicate the nature of the training concerned and explain how the training was delivered in such a context.  Please note that it is not sufficient to indicate just the name of the training delivered or the client for whom it was delivered.  The CVs must clearly demonstrate using the correct scales that the trainer concerned possesses the appropriate linguistic capacity: level C1 in the CEF scale   ( http://www.coe.int/T/DG4/Portfolio/?L=E&M=/main_pages/levels.html ) in French.

Lot  4: Consultancy services for those dealing with human resources

This lot aims to provide consultancy services to staff in the institutions who deal with human resources, in particular those involved in training and staff organisational issues.  By its nature, this work will often be ad-hoc.

The services may be required in the form of general advice or assistance with specific situations involving an individual department, unit or team.

The type of services required includes, but is not limited to, the following:

  • Identifying and analysing learning, training and development needs
  • Developing training and learning strategies
  • Evaluating the effectiveness and impact of training
  • Researching and developing new training methods
  • Undertaking studies and/or research in the field of human resource and organisational development.
  • Advice for training professionals

The proposed consultants must be able to demonstrate the following in their CVs:

  • At least 5 years’ experience in consultancy services in the areas covered by this lot in the context of public institutions and/or bodies.
  • Professional proficiency in French (understanding, speaking and writing).
  • Knowledge of a second EU language (understanding, speaking and writing)

The CVs must clearly demonstrate using the correct scales that the consultants concerned possesses the appropriate linguistic capacity: level C1 in the CEF scale   ( http://www.coe.int/T/DG4/Portfolio/?L=E&M=/main_pages/levels.html ) in  French. 

(1)The CV of the contract manager who must possess at least 3 years' experience in managing consultancy services in the last 5 years and be able to operate both in English and French with a command of one of these languages near to that of a person who speaks the language as their mother tongue (C1 in the CEF scale) and B 1 in the other language.

Lot  5: Coaching for managers

The individual institutions already offer a number of coaching opportunities for management-level staff, although the policy and organisation of this field of activity varies considerably from institution to institution.

Because coaching is individual or team-oriented it does not offer the inter-institutional advantages that are listed under point 2.1 above.  It is therefore unlikely that the EAS itself will have frequent recourse to this as a distinct activity (an element of coaching may of course figure in its management training programmes for groups of staff) and it is the individual institutions that will make the most use of this lot.  They will clearly benefit from the existence of a common pool of highly qualified coaches as this will ensure that the standard of coaching offered is the same across all the institutions.  It will also help contribute to the creation of a community of managers who have received coaching that is anchored in the same principles and reflects the same core values. 

Amongst other things, coaches should be able to help managers and teams: 

  • Develop their management and leadership skills, especially by helping them identify their goals, strengths and areas for improvement, and develop ways of making the most of their capabilities;
  • Unlock their potential through raising awareness, inspiring new ideas and encouraging creativity;
  • Deal with challenges in their professional lives

The proposed coaches must be able to demonstrate the following in their CVs:

  • At least 3 years’ experience in the last 6 years in coaching in the areas covered by this lot in the context of public institutions and/or bodies.
  • The equivalent of 100 coaching hours in the last 3 years
  • Proof that they have undertaken continuous development related to coaching of at least 16 hours each year in each  of the last 3 years
  • Professional proficiency in French (understanding, speaking and writing).
  • Knowledge of a second EU language (understanding, speaking and writing)

The CVs must clearly indicate the nature of the coaching concerned and explain how the coaching was delivered in such a context.  Please note that it is not sufficient to indicate just the name of the type of coaching or the client for whom it was delivered.  The CVs must clearly demonstrated using the correct scales that the trainer concerned possesses the appropriate linguistic capacity: level C1 in the CEF scale   ( http://www.coe.int/T/DG4/Portfolio/?L=E&M=/main_pages/levels.html ) in French, and B1 in the other language.

Lot 6: Tailor-made management programmes

The EAS envisages developing a specific internal programme for staff of the institutions such as the development programmes for senior managers delivered by leading business schools or academic institutions.  The purpose of this lot is to identify an organisation that can design and deliver such an internal programme in the EU institutions.  The contractor must be capable of designing, in collaboration with the EAS, a high-level programme suitable for the developmental needs of senior management in the institutions.

The role of the contract manager will be to:

  • Act as the main interlocutor for all related coordination, planning, administrative, contractual and financial issues; as well as responsible for informing the contracting authority about all aspects relating to the implementation of the project
  • Manage the day-to-day work on the project and coordinate the work of the trainers working on the project, arranging briefing and meeting as necessary
  • Ensure the proper information flow and coordination between the different trainers and the EAS

The contract manager must be able to demonstrate an ability to provide the above services in both  English and French, mastering one of these languages near to the level of a native speaker.

3) The CVs must clearly demonstrate that the trainer concerned has delivered a minimum of at least 30 days’ training in a multi-cultural, international context (see definition in the preceding point) in each  of the last 15 years, in an area related to the development of senior management.  The CV must also demonstrate that at least 3 years' work experience in a function with responsibilities for managing staff.

The CVs must clearly indicate the nature of the training concerned and explain how the training was delivered in such a context.  Please note that it is not sufficient to indicate just the name of the training delivered or the client for whom it was delivered.  The CVs must clearly demonstrate using the correct scales that the trainer concerned possesses the appropriate linguistic capacity: level C1 in the CEF scale   ( http://www.coe.int/T/DG4/Portfolio/?L=E&M=/main_pages/levels.html ) in English or French. 

4) The CV of the contract manager who must possess at least three years' experience in designing and  managing similar training and/or coaching services in an international or multi-national context in the last 5 years and be able to operate both in English and French with a command of one of these languages near to that of a person who speaks the language as their mother tongue (C1 in the CEF scale) and a command equivalent to level B2 in the other language.
Additionally, the contract manager must have a University-level degree in business, public administration, social sciences, economics, communications/marketing or other advanced degrees relevant to the areas covered by this lot.
